EU foreign policy chief Javier Solana and European Commission President Romano Prodi are travelling to Madrid to attend a mass anti-terror rally against the bombings that killed nearly 200 people.
Spanish EU commissioners Pedro Solbes and Loyola de Palacio and Justice Commissioner Antonio Vitorino, whose brief includes anti-terrorism policy, will also be attending.
Italian and French Prime Ministers Silvio Berlusconi and Jean Pierre Raffarin have also confirmed their participation.
The UK will be represented by Deputy Prime Minister John Prescott and Europe Minister Denis McShane, and Belgium has sent Foreign Minister Louis Michel.
Demonstrations began in Spain from noon today and will culminate in march in central Madrid organised by the government as an outlet to express grief and outrage at the terrorist attacks on four commuter trains during the morning peak hour on Thursday.
A simultaneous demonstration will take place at the stock exchange in Brussels at 19:00 CET.
Four EU countries – France, Italy, Austria and Greece – have offered civil protection assistance to Spain if required.
